AN 628L (NJ). July 28, 2016 at approximately 2:30 p.m. I was walking my leashed dogs southbound on the sidewalk on the west side of South Main Street (N.Y. State Route 11). As the video shows, I passed by the parking lot of 120 South Main Street, where a New England Motor Freight (NEMF) company tractor trailer had parked (the tractor has the New Jersey license plate AN 628L NJ; it will be noted that there was sufficient space for the tractor to have backed the trailer up even further into the parking lot.
As the video also shows, when I turned the corner and headed westbound on Copeland Avenue, the parked tractor was entirely blocking the sidewalk, a violation of Section 1202 subsection d. of Article 32 of Title 7 of the New York State Vehicle and Traffic Law. The video also shows that because the tractor was illegally blocking the sidewalk--and the entire tractor trailer was blocking any detour around the north side of the sidewalk--I and my dogs were forced to swerve south around the tractor and in so doing had to walk dangerously close to the roadway of Copeland Avenue, and in fact the two dogs I led with my left arm had to walk partially in the roadway, putting myself and my dogs at risk (note the car that was also travelling in the roadway).
